NPP Capital Program
The modernization of the NPP capital program includes the review of all NPP infrastructure (Classes 12 -15 including CANEX) and a review / rationalization of the CFCF loan program (including existing CFCF loans). Although not specifically contextualized within the New Deal study, DGPFSS is also exploring development options to address issues with respect to the publicly funded Morale and Welfare infrastructure.
Currently, an NPP capital plan does not exist. Therefore, capital projects are presented via each Base / Wing Commander, accompanied by a supporting Business Case, for consideration by DGPFSS. In the absence of an overarching NPP infrastructure strategy and capital plan, each submission is analysed predicated on its own merit.
The examination of this phase of The New Deal commenced with the compilation of an NPP infrastructure database by DGPFSS staff, with the assistance of the PSP Managers from each Base / Wing. The Director Corporate Strategy will prepare the outline for an NPP infrastructure policy. The criteria therein will provide for near and mid-term planning horizons, balance between CANEX and PSP infrastructure, equitable Army / Navy / Air Force balance for new funding, etc. The Steering Committee preferred that PSP-related public infrastructure not be singled out ahead of other Public infrastructure challenges at this time.
The New Deal Steering Committee is coordinating the development of the NPP Capital Expenditure Plan in Fall 2011.
