NPP Certification Courses
At the NPP Board meeting on 4 July 2011, the CDS noted that there is a broad lack of NPP awareness and little to no formalized NPP education and training in the CF. As a result, NPP authorities, responsibilities, accountabilities and the decision-making framework are not generally well understood. Numerous issues have arisen in recent years that illustrate the need to introduce NPP education into the CF Individual Training and Education System and into various continuous learning forums sponsored by the Environmental Commands.
As a first step in addressing this deficiency, two NPP certification courses have been developed.
The Fundamentals of NPP Course
This course provides overarching NPP awareness. It is the certification standard upon which delegated signing authority from the Managing Director of NPP will be granted to Base / Wing / Unit Commanders who have NPF funds. It will also be the NPP certification standard for certain members of the Staff of the NPF, CF. Individuals who advise NDHQ L1s and Environmental Command L2s concerning NPP matters as well as Base / Wing Administration officers and Comptrollers will be encouraged to undertake this Course.
“The Fundamentals of NPP Course” offers an excellent professional development opportunity for all members of the Staff of the NPF, CF. All staff are encouraged to undertake this training to enhance your understanding of the non-public property environment.
The NPP Financial Delegated Authorities and Contracting Course
This course provides individuals with the essential knowledge to discharge their NPP signing authority responsibilities without delving into the fundamentals that senior NPP decision makers require. This course is a mandatory certification pre-requisite for any individual who by virtue of his / her job description needs NPP Delegated signing authority and who has not completed “The Fundamentals of NPP Course”.
These courses, together with several other DGPFSS initiatives, are designed to ensure that all who are entrusted with the management of NPP are provided with the training required to effectively discharge their responsibilities.
